An old police officer and a young one are talking about current juvenile crime.

Senior Police Officer: I am saddened by the progressively increasing number of juvenile crimes.
Clyde: Yes, This is so evident in the increasing numbers of residents in BOYS TOWN.
Senior Police Officer: These minors commit crimes like robbery, murder, drug trafficking and even rape.In some countries, Juvenile criminals are brought to a prison cell but in other justice systems, they are brought to rehabilitation institutions to get treated, educated and to support them to become good and responsible citizens .
Clyde: Sir, What do you think are the causes of the growth in numbers of juvenile offenders ?
Senior Police Officer: These juveniles usually suffer from undiagnosed and untreated attention deficit disorder, learning disabilities as dyslexia or from substance abuse.Aside from the mental illness, many of these juveniles suffer from stressful living environments often including physical or sexual abuse, and parents or guardians who abuse drugs and alcohol.
Clyde: Youth are the hope and future of the nation as they say, but it’s quite depressing when we see the proliferation of juvenile crimes nowadays.
Senior Police Officer: Well let’s just hope that our justice system will work hand in hand with the Mental Health Services.They should work together on the basis that these juvenile offenders need treatment and not punishment .
Clyde: The Mental Health Association recommends that minors convicted of minor and non-violent offenses be offered treatment, services and supervision instead of incarceration .
Senior Police Officer: The most effective services should focus on treatment not punishment.
